1. Purpose

  • To safeguard young people, volunteers, and visitors
  • To deter and detect crime, vandalism, and unauthorised access
  • To support safeguarding and property management

2. Scope

Applies to:

  • Douglaswood Scout Campsite: Outdoor areas, lodges, entrances
  • Broughty Ferry Halls: David Street premises
  • Stobswell Hall: Bill Fleming Memorial Hall, Park Avenue

3. Legal Compliance

  • Operates under UK GDPR and Data Protection Act 2018
  • Follows ICO guidance and Scouting safeguarding policies
  • Reviewed annually by the Trustee Board

4. System Details

  • Cameras cover entrances, car parks, and communal outdoor areas
  • No cameras in private spaces (e.g., toilets, changing rooms, bedrooms)
  • No audio recording unless explicitly justified
  • Footage stored securely for up to 30 days

5. Management and Access

  • Administered by Dundee District Scouts Executive Committee
  • Access restricted to authorised personnel only
  • Remote access permitted for safeguarding or security leads
  • Access logs maintained for audit purposes

6. Signage and Notification

  • Clear signage at all monitored locations
  • Notices include:
    • Purpose of CCTV
    • Contact details for data controller
    • Reference to data protection rights

7. Data Handling

  • Footage encrypted and stored securely
  • Automatic overwrite after retention period
  • Disclosure only to Police Scotland or legal authorities when required

8. Rights and Requests

  • Individuals may request access to footage under subject access rights
  • Requests handled within 30 days, subject to identity verification

9. Safeguarding Integration

  • CCTV complements, not replaces, adult supervision
  • Used to support incident investigations and safeguarding reviews

10. Review and Maintenance

  • Annual review by the District Trustee Board
  • Maintenance checks ensure timestamp accuracy and system health
